AW11 20V Silvertop with Blacktop ECU problems

Just bought an AW11 with a 20V Silvertop and Blacktop ECU. Car is running open ITB's. Problem with it is that it is running super rich. Spark plugs are drenched in gas when I pull them out. The car bogs out and picks up very slow in every single gear. Checked the timing and seems to be in order along with the distributor. Haven't checked the 02 censor but I highly doubt that it would make the car run that rich. Next guess for me is that the ECU is bad or the person that did the wiring on the car did not do it correctly. Any clues to what can be causing the car to run like this?

Do you have a copy of the BGB? All troubleshooting and diagnostics that you could ever need will be found there.
You are going to need to start going through all the related tests and all the electronics.
The BGB will tell you what to test and in what order to do it as efficiently and logically as possible.
