The head and block absolutely NEED a clean&smooth&flat unpitted surface, machined, but only on that circle that the gasket's fire-ring sits on, about 3-4mm wide around the cylinder that they mate against.
Anything else is very secondary but does have to deal with some pressure, like the cams oil feed 70psi, coolant 20psi and the vent/oil drain with crankcase pressure/blowby, so a light smear of gasket cement/sealer can take care of them when the surfaces are marginal. If a few or more mm machined off won't fix the fire-ring area, it'll need to be heliarced/welded.
Yours looks like it'll cleanup with a sanding block & emery or wet&dry. Got a piece of very flat hardwood or a piece of marble from a trophy base or granite tombstone?

Nothing needs JB, the combustion chamber NEEDS metal ->gasket->metal, everything else but the pressurized oil port is fine with any gasket cement. RTV is NOT gasket cement.
Just scrape most of the corrosion outa the coolant ports, I doubt its extra surface area transfers heat better.

Have the head cleaned, and pressure checked... if it cleans up and checks out ok... leave the pitting as it is.... **IF** the JB Weld comes free, it'll likely clog up part of the cooling system.
If you can get a hold of another head in better condition.... yes it likely is a better place to start from

Why is it apart, any reason to suspect that it is cracked from a really serious overheating meltdown, you're unable to clean it up yourself, something, otherwise you can clean it & skip any pressure and/or hardness and/or whatever test? DD or race or OEM rebuilt to last another 20+ years as a DD?

this is gonna be a daily but id get it tig welded, machined, but im gonna find a head in better condition, thanks allencr and oldskewltoy always nice to hear from guys with tons of knowledge and experience
