+1 there is no egr valve so the only state you will be able to pass in would be the states that do 25 year exemtions

You gotta move mangh. We have testing in our county here in Tennessee, they pressure check the gas cap, look under the car for a cat, and scan for OBD2 codes or sniff old cars. Takes 10 bucks and 10 minutes. Cali blows donkeys.

Do your swap CA compliant, get it working properly, pass smog. Then do the ITB conversion and keep the CA compliant stuff in a box in your garage. When it's time to get smog, swap the CA compliant stuff back. when you're done passing smog, put your ITBs back on for 2 years. it's that simple.

In IL they do nothing for cars that arent OBDII and up. Just give them 98 dollars every year for a new sticker for your plate.

it probably is possible. though you'll need a snap on plenum to go over the itbs of some sort and will need to mock up vacuum lines and route the erg piping to the plenum. it would be quite involved to make the whole set up but once you have it you can just take it on and off as you need.
as long as it has he vacuum lines going to a vacuum and the egr piping goes to the plenum you could probably get away with it. since they can't check for egr function or anything like that. you'd also need a afm. but you could hollow one out I suppose. just go to a guy who's never seen a 4ag before lol.
or you could just do what turtle said.
sounds crazy but it might work.

110% indeed possible if you use all the required emissions equipment. But in all honesty, such a set up would be less than fun to set up properly for an ITB setup, and would dampen many of the relatively few benefits of running ITBs in the first place.

The BEST bet if you want a "smog legal" ITB car where you dont have to know a guy who knows a guy and fork out some extra cash? Keep a factory set up for swapping in to smog the car once a year. If youre "smart" with your swap, and handy with a wrench, its actually not as much of a pita as you might expect- And once youve done it, well, once- Its a cake walk every time after that. Ive pulled my car into the garage in the morning and driven out with a new engine by lunch time.

No need to worry about knowing shadey individuals, no need to grease palms- Just suck it up once a year and set aside the weekend it takes to do it, and bobs your fathers brother.

You say going big and I don't know if big for you is looks or performance but you might consider this.
ITBs will not be a performance upgrade with internals that will allow you to pass emissions. Is it really worth it to take the risk for a glam mod that is really just about looks and sound?

And then be one of those guys who comes back on the forums complaining about how they got caught by the cops and have a court date and expensive fines and don't understand why they got in so much trouble for something even though they knew they were breaking the law.
