20v timing question

sooo I redid my 20v bt harness, when I put my new engine in and all is good except when I went to set my timing, I grounded the te2 as I've done to set my timing before. and I get my cel to work. but the idle doesn't drop, I put the timing light on it and its at about 30 deg. (ticks font go up that high so I'm guessing) so I set it to 10 and the idle is very low. border line stalling?
I guess my question is... is the idle supposed to drop when you ground the te1 wire?

You should connect E1 & TE1 to each other. Idle should drop slightly, for a few seconds.
