Started to get my car up and running after the 16v for 16v swap. Changed out the spark plugs and the coil since it was broken. I start it up and still running sluggish... I mess with the idle a little bit and then I see the gas on the intake manifold. Is it because the injector rings need replacing or do I have a more serious problem?

Usual reason for a big gas leak on the manifold is either an
O-ring got pinched when you installed the injectors in the rail,
or the O-rings are old and crusty and can't hold pressure. Get
some from an industrial O-ring and seal shop... usually only
a couple bucks for as many as you need.

Another possible leak is the pulse damper, the piece that bolts the banjo fitting to the fuel rail. But most likely the culprit would be as johndee had stated.
