Can the FA head fit into a front wheel drive block?

your question is worded oddly.... yes an F/A head can fit ONTO a fwd block.

Now whether or not it can fit in a fwd car I don't know

thanks for the correction. thats what i was asking. i have an idea of a FWD FA engine, or just the head itself.

The only differences would be whether you had room for a sufficient intake system, and the exhaust path. It's still the same engine otherwise.

Unless you are racing in a class that requires this motor it's just not worth it. You could spend $15k to $20k US into the motor alone and still get spanked by someone who put $5k into a 4AGTE.
The only thing that could have any fitment issue would be the valve covers and they are purely a glam mod in any production car.

yes head can fit it's the same as any 16v 4age....
