Okay, well here's a new problem. .
My car will lose significant power in the higher rpms, like it's falling on its face. It usually happens between 4k rpms and up. Ive thought about it being T-vis? Ive replaced fuel filter and checked plugs/gap/wires/dizzy/rotor/cap. There is no check engine light on, but when I scan codes I get 6, 7, and 8. http://www.troublecodes.net/toyota/
I swapped the dizzy to another known good working one and set the timing to spec but no change.
Please help, thank you.

I'd guess that you have a ground problem... possibly one of the ECU
grounds. So double check you don't have a loose ground connection or
a broken wire on that single bronze ring connector bolted down at the
back of the head, just above the intake manifold.

TVIS is not working, always open.

Swapped out coils cause the current one was out of the resistance specs but no change really still slow.

If the engine runs fine except for a loss of power in the top end, then
it is unlikely to be an electrical issue. Electrical faults typically give rise
to missing, backfiring, sudden loss of ignition, no start when hot, smoke
and ocasionally flames
Loss of power without any other problem will usually be due to a shortage
of air (blocked filter) or timing being out (ignition or cams). Black tailpipe
and plugs indicates rich mixture, and white or very light tan tailpipe
indicates lean mixture, both of which can affect power if extreme. TVIS
stuck open has no effect on top end power, but if the TVIS stays closed it
will hurt your top end.

OK just kidding, didnt realize that this was on a 16v. I have the exact same issues with a 20V.
