AE111 Levin/Trueno - Wiper resting at top of screen

Hi Guys,
New hear, so forgive me if this is on the wrong section. I just bought a 99 AE11 Trueno BZR, and the wipers seem to rest at the top of the screen. At first I though maybe they had been fitted wrong, however the wipers still work and cover the whole screen, but when I turn them off they rest near the top of the stroke.
I haven't had a chance to investigate further but I am guessing this is possibly a fuse or a relay issue. Can anyone offer any help with this or point me in the right direction?
