I cleaned the piston off to check for damage, that'swhy it's so much cleaner than the other one. Although there has been water in the cylinders too for sure. Ended up having a bigger wheel fabricated and welded to the smaller wheel on the carbs. Need to relocate the cable a bit for it to be 100% but it seems like a good solution since removing the stock wheel seemed hard on my carbs.
