The crank key and it's position are the same. However different pulleys have timing marks in different locations so for example if you are using an AE86 timing cover and an AW11 pulley what looks like TDC will not be TDC. There has to be something else going on here. Washer diameter isn't relevant unless you are actually permanently deforming the aluminum. This seems extremely unlikely and would be very apparent when removing the bolts. The stock bolts are 8.5mm in diameter. The ARP 20v and old 16v bolts were about 1...

Yep sounds to me like you are using a Blacktop tensioner on a 16v.
If so the easiest solution would be to get a 16v oil pump and tensioner. If you are rebuilding the motor it's a good idea to replace the oil pump and tensioner anyway.

The AFM is very restrictive, and the largest reason why the MAP equipped markets had higher horsepower than the AFM equipped markets. This is absolutely not true. jdm86gtz is correct. The protrusion on the stock rods points to the front of the motor.
