Does the Tomei Poncam requires a 2 step dowel pin?

I saw that and thanks for the guide. I was confused that whether a 2 Step Dowel Pin was required for Tomei Poncam setup? Therefore I don't need the dowel pin and that sounds great. One thing do I need to replace any other head internals with the poncam replacement?
