4AGE 20V blacktop timing issue *Solved*...

Can't get the timing right, whatever previous owner did was way off ...Nothing happens when short E1 and TE1 and set timing to 10 degrees, it stays the same. The engine did not lower it's RPM when short E1 and TE1..No Fault codes at all and it's not the TPS...At the beginning when I got the engine first start and run, it was idling very high at 2000rpm and TPS adjustment was way off. I re-adjust the TPS then it sounded better but short the E1 and TE1 and heard the engine lower it's RPM, but it was still idling up to 1500rpm. Then I lower the idle backing out the stop screw and now is 1000 rpm and redo the TPS adjustment...have this problem.

Here's a list of things:

Cold engine 1000RPM, hot engine is 1100 RPM and idle is a bit rough..
the stop screw between itb 2 and 3 has been backed out and barely make contact from closing the ITB all the way
No air leak found
All vaccum ports has been plugged except: MAP, Fuel Regulator, EVAP, brake booster.
each ITB air screw has been adjusted with a carb synchronizer(all equal)
No backfire through intake..
TPS back to spec according to FSM with fill gauge
Engine starts every time no problem
new OEM fuel pump and filter, fuel pressure is 30+ PSI
the lowest idle is 1000rpm + can't go any lower don't want to mess with all 4 stop crews...
ISCV is connected to ecu but is plugged
All ignition component are new
ECU board is good condition..no capacitor leaks
Doesn't a dashpot throttle



The car is driveable but runs really rich and hesitate or sputter when punching the throttle, but drives great then slowly going fast

ISCV is connected but vacuum port is plugged

What does this mean ? You have the ISCV bolted to the engine and
connected to the harness, but the tube that lets the air into the
valve is plugged ?

Battle Garage RS sent me the wrong OEM gasket kit...the air leak was found and the intake manifold gasket was for a Silvertop...
